My local casino offers both monthly and weekly blackjack tournaments. Let say the entry fee is $20, does this mean that you would get $20 worth of chips or would your buy in start you out at something like $300 worth in chips ? Is the winner determined by who has the most money at the end of the tournament?

The Christmas tournament is not official yet however You will need an account at Players Only Casino where You can bet as low as $1 per hand or up to $5000 per hand.
